I am a political scientist with experience in international development programs. I work on public sector modernization issues, with a focus on information management, transparency and access to information. I have led various research projects and co-edited IDB’s publication Open Government and Targeted Transparency: Trends and Challenges for Latin America and the Caribbean (2012) and IDB’s book Transparent Governance in an Age of Abundance: Experiences from the Extractive Industries in Latin America and the Caribbean (2014).

I worked as a researcher at the Economics Department of the University of Buenos Aires – UBA (2001–2004), adjunct professor of “Comparative Political Systems” at the Political Science Department of the Catholic University of La Plata (2004–2005), assistant professor to the course “Introduction to Society and State Knowledge”, at the UBA (2003–2005), and research assistant for the course “Latin America’s Southern Cone”, at the School of Advanced International Studies (SAIS), Johns Hopkins University (2005–2006).

In 2006 I started my career at the Inter-American Development Bank (IDB), where I held different positions. I worked as a Research Fellow (2006) in the Environment and Natural Resources Management Division; Consultant (2007) at the Office of Institutional Integrity; Senior Technical Advisor (2008-2014) to the Transparency Trust Fund (AAF); and Operations Specialist (2014-2015) at the Institutional Capacity of the State Division, in charge of IDB’s Special Program for Institutional Development (SPID), the Institutional Capacity Strengthening Fund (ICSF), and the AAF.

Since 2016 I have led multiple lending operations to modernize the public sector in various Latin American and Caribbean countries, with a focus on information management, transparency and open government. I also led the design and I am heading the implementation of the regional initiative InvestmentMap, an information management tool to improve transparency and efficiency in the use of public resources. I am also the focal point for IDB’s efforts to enhance transparency in the extractive industries (oil, gas and mining).

I am currently IDB’s Lead Specialist on public sector management and transparency. I am based in the Dominican Republic, where I am responsible for IDB’s initiatives and portfolio on governance matters, including public management, digital transformation, transparency and citizen security.

I hold a degree in Political Science from the Catholic University of La Plata (Argentina), a Master’s degree in International Studies from Torcuato Di Tella University – Johns Hopkins University, and I am a PhD candidate in International Studies from Torcuato Di Tella University. My research focuses on international policy diffusion.
